Shell fava beans. Cook beans in boiling water for 1 minute and then cool in ice water. Drain and pop beans out of their skins.
In a heavy saucepan heat oil or butter over medium heat. Add green onions and cook for 4 minutes. Add fava beans, green garlic and a pinch of salt.
Pour in enough water to come ¼ inch up the pan. Bring to a boil them reduce to simmer for 4 -6 minutes (until fava beans are tender).
Add 2 tablespoons extra virgin olive oil or butter and parsley or chervil. Season with salt and pepper and serve.
